Publicity of applications and decisions
Under the Finnish Act on the Openness of Government Activities, official documents are in the public domain unless specifically otherwise prescribed by law. The key provisions on duty of nondisclosure are listed under section 24 of the Act. Processing and disclosure of personal data or not providing access to personal data is governed by the Finnish Data Protection Act.
Except for the research or action plan, plan of intent, abstract and interim report, which are primarily non-disclosable, the application and its appendices are public documents. For example, the CV is a public document and as such must not include any non-disclosable information. Other parts of the application may also contain non-disclosable information.
A review report on an application is a non-disclosable document, but the applicant, as a party, is entitled to be informed of the review report on their own application.
Funding decisions are public documents. Information on the RCF’s funding decisions is published on the research.fi website.
Applications and decisions also contain personal data, so their processing is also subject to data protection legislation, in particular the EU General Data Protection Regulation and Finnish Data Protection Act. The applicant is responsible for the disclosure of any personal data contained in the application and, where appropriate, for requesting the consent of the parties concerned.
Disclosure of information

Applicants can check what kinds of data on their application has been stored in our information system. In addition, applicants may address to us a request for inspection of their own data in accordance with the GDPR (see Data protection).
Data may be disclosed from information systems only if the requirements of the GDPR, the Data Protection Act and the Act on the Openness of Government Activities are met. Read more: Document publicity and requests for information.
