2027 Academy Research Fellowships, all research fields
- The objective of the Academy Research Fellowship funding is to support early-career researchers on fast career tracks, helping to increase their competencies and make significant career progress towards the most demanding research positions and achieve an established position in the national and international research community.
- The funded projects shall be aimed at advancing the researcher’s career development and competence and producing high-quality, innovative and ambitious research.
- The four-year funding can cover the applicant’s salary, the salary costs of a possible research team and other research costs.
- The cost estimate in the application must be drafted based on objectives of the funding scheme and the proposed project. The maximum funding granted comes to 700,000 euros.
- The Academy Research Fellowship funding is applied for by an individual researcher who has completed their first doctoral degree within 2–7 years of the start of the calendar year closest to the application deadline. In the present call, the funding may be applied for by a researcher whose first doctoral degree certificate is dated between 1 January 2020 and 31 December 2024.
The Academy Research Fellowship can be granted to a researcher who does not yet hold a permanent and senior research position. Senior-level positions are, for instance, positions at research career stages 3 or 4, that is, professor, assistant/associate professor, research director and comparable posts. At the core of the Research Council of Finland’s activities is to provide funding for excellent scientific research. The research we fund is also expected to have high scientific and societal impact and follow the principles of responsible science.
The objective of the Academy Research Fellowship funding is to support early-career researchers on fast career tracks, helping to increase their competencies and make significant career progress towards the most demanding research positions and achieve an established position in the national and international research community. Objectives of funding scheme:
- strengthening and renewing high-quality research expertise in Finland in the long term
- integrating high-level researchers to Finnish research communities
- high-quality and high-impact research.
Objectives of individual Academy Research Fellowship:
1. Researcher's career development
In the context of the project, this objective refers to advancing the researcher’s career in such a way that
- during the project, the researcher carries out an ambitious research plan and a wide range of research tasks that are more demanding than those previously undertaken
- by the end of the funding period, the researcher has credible prospects of moving on to the next stages of the research career and assuming leading research positions.
2. Researcher's increasing competence and professional development
Within the project, this objective can be promoted, for example, by
- developing the researcher’s scientific, methodological and other professional skills
- strengthening the researcher’s ability to develop independent research
- strengthening the researcher’s supervision and leadership skills
- promoting the researcher’s internationalisation and the diversification of their expertise through high-level research cooperation and international and cross-sectoral mobility.
3. High-quality, innovative and ambitious research
Within the project, this objective refers to research that
- is ambitious and internationally competitive in relation to the researcher’s career stage
- produces knowledge that drives the development of science and research
- is based on clear research questions and uses the most effective approaches
- includes ambitious and ground-breaking research initiatives. Novelty value can arise from research topics, questions, new combinations of different fields or approaches, or the development of methods.
- is based on the most appropriate and scientifically sound methods
- identifies the uncertainties associated with the implementation and demonstrates the ability to manage risks associated with the research
- can include innovative and demanding approaches that are planned and credible
- is carried out responsibly.
The Academy Research Fellowship funding is applied for by an individual researcher who has completed their first doctoral degree within 2–7 years of the start of the calendar year closest to the application deadline. In the present call, the funding may be applied for by a researcher whose first doctoral degree certificate is dated between 1 January 2020 and 31 December 2024.
Applicants who have completed their doctoral degree longer ago than the period mentioned above can be considered only for special reasons (pregnancy or parental leave, childcare leave while caring for a child (biological or adopted) under 3 years of age, partial childcare leave, military or nonmilitary service, or long-term illness (personal or close relative’s), if these reasons have caused a long-term career break. The special reasons will be taken into account for the period following the doctoral degree.

Applicant’s merits
An Academy Research Fellowship supports early-career researchers on fast career tracks. The applicant’s scientific merits to date and demonstrated competence as a researcher form part of the criteria in the review of the application. The application must describe the applicant’s key scientific merits to date. These can include:
- scientific publications and other research outputs
- evidence of independent scientific work and the development of the research profile since obtaining the doctorate
- experience related to the establishment of a research team, research management or other academic leadership
- supervision and teaching experience
- various expert positions and other scientific merits.
The application shall also clarify how the research idea differs from the applicant’s doctoral dissertation.
The applicant’s merits are described on the CV and Merits and increased competencies tabs of the application form.
Restrictions
In the winter call, we will consider (process) only one application per applicant if the application concerns Academy Project Funding (incl. consortium subproject) or an Academy Research Fellowship. If you submit more than one application for any of these funding opportunities or apply for funding from more than one of them, we will only consider (process) the first application submitted.
If, during the application process, you are offered a permanent senior researcher position, please inform us without delay. The Academy Research Fellowship is intended for a researcher who does not yet hold a permanent and senior research position. Senior-level positions are, for instance, positions at research career stages 3 or 4, that is, professor, assistant/associate professor, research director and comparable posts. If you have a fixed-term position in a university’s tenure-track system, for example, you can apply for an Academy Research Fellowship.
Other current RCF funding
If you currently have a four-year RCF-funded Academy Research Fellowship, we will not consider (process) a new Academy Research Fellowship application from you. You may apply for an Academy Research Fellowship no earlier than in the last year of your post, provided that the funding periods will not overlap.
If you have or have had a five-year Academy Research Fellowship, we will not consider (process) a new Fellowship application from you.
Conditions and obstacles to the granting of funding
Funding may only be granted if the conditions laid down for the granting are met and if there is no obstacle to the granting. Provisions on the general conditions and obstacles to the granting of government grants are laid down in the Finnish Act on Discretionary Government Grants (688/2001). In addition, the funding is granted subject to the specific conditions and restrictions concerning RCF funding and the call in question.
The application is declared inadmissible or rejected in the following cases:
- The application is late.
- The application is substantially incomplete, or the application has not been supplemented as requested by the deadline. The RCF will request supplementation if the incompleteness can be corrected so that the application can be considered. However, the possibility of supplementation does not apply to research or action plans. An application may be dismissed without a request for supplementation if the incompleteness cannot be corrected by providing additional information.
- The site of research does not commit to the application by the deadline.
- The applicant is not eligible. Eligibility is defined in this call text.
- The applicant has submitted more than one application in the call. In that case, only the first application will be considered.
- The applicant has been found guilty of a serious violation of research integrity within the past three years.
- The applicant has not submitted a report on a completed or ongoing RCF-funded project according to the guidelines and by the deadline.
- The applicant is a member of the Board of the RCF, one of its scientific councils or the Strategic Research Council (SRC) during the period in which the call or funding decision process is being conducted.
- The applicant has participated in the planning of the call to an extent likely to give them a comparative advantage over other applicants.
- In the application, the applicant has not identified and assessed the risks related to research security as instructed and, where necessary, has not presented an adequate risk management plan.
- The applicant has not described in the application, in accordance with the guidelines, how good scientific practice will be followed in the implementation of the project.
- The applicant has not described in the application, in accordance with the guidelines, how gender equality and nondiscrimination will be promoted in the implementation of the project.
- The applicant has not described in the application, in accordance with the guidelines, how the project complies with RCF guidelines on the implementation of open access to research outputs and, in the case of research data, on responsible data management.
- The funding has been applied for to a site of research that is not located in Finland, or the applicant does not have a close connection to Finland to implement a multi-year project. The connection must be indicated in the application. If the PI or research team spends significant periods of time working outside Finland, the application must describe how the management and implementation of the project will be ensured. Funding is granted only to projects whose PI and research team work mainly in Finland.
- The funding has been applied for in such a way that the final beneficiary is an organisation located in Russia or Belarus, or that cooperation with Russian or Belarusian researchers or research teams violates the instructions or regulations of the site of research or the authorities. RCF funding shall be granted and used in a way that respects the equal treatment of researchers regardless of nationality.
- The applicant or the application does not meet the competence or other key requirements set for the call, the application does not belong to the call in question, there are in some other respects no conditions for processing the case, or it is apparent that the applicant for some other reason cannot receive funding with the submitted application.
The RCF Board decides the principles for RCF funding decisions, that is, the guidelines that outline the special conditions and other criteria for the RCF's funding decisions. The present call is governed by the principles adopted on 18 September 2025.
If, after the application has been submitted, funding is obtained for the same purpose from another call or from another funder, notify the RCF of this without delay.
The application consists of a form completed in the online services and PDF appendices. As an applicant, you have the right to submit your application in Finnish or Swedish, but we ask that you to submit it in English to facilitate the international review.
Before the call opens
Check your eligibility
- Read the section Who can apply? to see whether you meet the eligibility criteria.
Plan the contents of your application
- Start drafting your research plan, CV and self-assessment of research security. If applying for an Academy Research Fellowship, you will also write a ‘Merits and increased competencies’ description. Prepare the above appendices on our templates; see section ‘Application parts in the online services’. Read the instructions on using the templates. You have access to the templates even before the call opens.
- Read the review guidelines and the review form. Write your research plan in such a way that reviewers can easily find the answer to the review questions.
- In the RCF winter call, applicants must select the review panel for their application. Take time to familiarise yourself with the panel structure and selection guidelines.
- Contact your collaborators. Request letters of collaboration from national and international collaborators that are relevant in terms of project implementation. The letters must be appended to the application before the call deadline.

- Draft the budget in line with the guidelines of your organisation. Read more about the amount and conditions of the funding in section ‘Funding to be applied for and funding period’.
- Contact your organisation’s support services now if you have any budget-related questions.

Submitting the application in the online services
You can submit the application when you have filled in or attached all the necessary information. A red warning triangle tells you that there is an error or information missing.
You can authorise a person to edit or view the application on the tab ‘Authorisation’.
Submit your application in good time. You can supplement and edit the application and change appendices until the call deadline.
Academy Research Fellowship funding is granted for four years. The funding period is 1 September 2027–31 August 2031. The funding to be distributed through this call depends on the Finnish Parliament’s decision to allocate the necessary funds in the 2027 state budget.
The cost estimate in the application must be drafted based on objectives of the funding scheme and the proposed project. The maximum funding granted comes to 700,000 euros.
The funding is granted to a Finnish site of research (usually a university or institute institute) through which the funding is paid.
The PI of the funded project must have a close connection with Finland during the whole funding period. The PI and researchers hired with the funding shall primarily work in Finland. However, during the funding period, they can work for periods of varying lengths at a foreign university, for instance. The Academy Research Fellow will lead and supervise research according to the research plan also while work is being performed abroad. For more details, see ‘Conditions and obstacles to the granting of funding’.
Funding plan
As a rule, research funding granted by the RCF is co-funding. The RCF’s contribution to the funding is up to 70% of the total costs, and the site of research (host organisation) will cover at least 30% of the total costs. Before submitting the application, you must agree with the administration at your organisation on the funding contribution of the site of research. You must check with your organisation whether the funding planned as the own funding contribution suits this purpose.
On the tab ‘Funding for the project’, enter the following information:
- cost estimate, including an estimate of the annual amount of funding needed, itemised by type of expenditure. The annual instalment costs must be spread equally (e.g. 70%/30%) over all funding years.
- funding granted for the project as well as funding that will be provided by the site of research if the project is launched
Only costs that pass through the books of the site of the research must be included in the total costs.
Pay particular attention to ensuring that the cost estimate is realistic and justified in terms of the implementation of the research project and the objectives of the funding scheme. Justify the most significant research costs by type of expenditure in the free-text field.
You can apply for funding to cover, for example, the following direct research costs:
- Academy Research Fellow’s salary
- salaries of Academy Research Fellow’s research team
- necessary costs arising from implementation of research
- travel expenses
- cooperation and mobility in Finland
- international cooperation and mobility
- preparation of international projects.
Although the Academy Research Fellowship funding makes it possible to hire several researchers to the project, the funding is equally intended for individual researchers working without a team. The project’s human resources must be appropriate for the implementation of the research plan.
RCF funding cannot be used for economic activity. Read more: Economic operator.
Only for compelling reasons can government grants be awarded to cover salary costs in cases where the applicant has obstacles related to illegal employment, as referred to in section 7(2) of the Finnish Act on Discretionary Government Grants.
Academy Research Fellow salary
Academy Research Fellows may be granted funding for their own salary. The funding can be applied for and used flexibly based on the needs of the research.
The total cost estimate need not include the applicant’s own salary if the salary is arranged in some other way and the applicant is able to commit to the research work described in the research plan.
In addition, an Academy Research Fellow cannot be paid salary from another RCF-funded research project or a project funded by the Strategic Research Council (SRC).
Research team salaries
As a rule, staff hired with RCF research funding must have an employment relationship. We recommend that they be hired for a period of employment no shorter than the funding period, unless a shorter contract is necessary for special reasons dictated by the implementation of the research project. Short-term research, study, or other assignments may also be carried out in the form of outsourced services, the duration of which, as a general rule, shall not exceed six months.
Instructions on job titles at different stages of the research career
Mobility aid
Mobility aid can be applied for as research costs related to the implementation of the plan. The aid is applied for in accordance with the practices of the site of research. To obtain further information, contact the personnel and financial administration of the site of research.
In the online services, the aid is applied for on the tab ‘Funding for the project’ under ‘Travel expenses’. The mobility aid must be justified. Read more about the mobility aid in the standard terms for funding.
What is required from the site of research?
The site of research is a Finnish research organisation such as a university, a research institute or some other research organisation.
We require that the site of research provides the research project with all necessary basic facilities. These are determined based on the nature of the research and are the same as those available to other research staff at the site: office and laboratory premises, equipment (incl. computer equipment), and telecommunications, telephone, mailing, copying and library services.
The costs of ensuring immediate open access to peer-reviewed articles are included in the overheads of the site of research. The costs associated with storing and sharing research data and material are regarded as overheads for the project’s site of research. They may only exceptionally and for justified reasons be accepted as research costs to be covered with RCF research funding. The site of research also commits to ensuring that the data management plan can be implemented at the site, and that the measures to be taken comply with good data management practice. After a positive funding decision, the site of research will also approve the data management plan of the project.
When accepting the funding, the site of research is responsible for ensuring that necessary statements and permits from ethics committees will be obtained as appropriate. The site of research shall also make sure that the applicant has not been found guilty of any serious violation of research integrity during the previous three years.
The overheads, indirect employee costs and coefficient for effective working hours of the site of research are entered in the application. The site of research maintains these percentages in the online services under the site’s details. The information is provided as percentages.
When the site of research is a university or research institute, as a rule, the funding is applied for VAT included. Consult the financial administration at the site of research for more information on VAT. RCF funding may cover VAT costs, but only on certain conditions (see Value added tax, and read more in our standard terms for funding).
The site of research undertakes to see to that the Academy Research Fellow will be able to fully commit to the research and advance their competence in roles and tasks other than actual research yet relevant to the professional research career. The site also undertakes to offer the Academy Research Fellow a full-time employment relationship throughout the funding period. The salary is determined based on the pay system of the site of research. Read more on the commitment by the site of research.
Research at EUI or IIASA
Those applying for an Academy Research Fellowship can also apply to do research at the European University Institute (EUI) as part of the Fellowship. The EUI can receive one Academy Research Fellow at a time to carry out research at the EUI for 1–2 years. You need not append a separate invitation from the EUI to your application or contact the EUI. However, please read about EUI research before applying. During the funding period, Academy Research Fellows can also visit the multidisciplinary International Institute for Applied Systems Analysis (IIASA), which focuses on global issues that require broad-based, multidisciplinary research cooperation that makes use of applied systems analysis.

How to submit and supplement the application
The deadline is non-negotiable. We will not consider (process) an application that has not been submitted by deadline. The deadline for applications is 11 November 2026 at 23.59 Finnish time. Applications submitted in paper form must arrive at the RCF by 11 November 2026 at 16.15.
Call guidance (see section ‘Contacts’) will be available until 16.15 (Finnish time) on the closing date of the call. If you run into problems in the online services that prevent you from submitting the application, please contact the RCF Registrar's Office by email at kirjaamo@aka.fi before the deadline. In this case, the RCF will decide on a case-by-case basis how the application will be considered. Start drafting the application early enough so that you have time to contact us in case any issues arise.
It is the responsibility of the applicant to submit the application before the deadline expires. The applicant is responsible for ensuring that the application contains all mandatory information and appendices and that they comply with the requirements set out in the instructions.
You can edit and supplement the application until the deadline. For example, you can change the appendices to the application. If you notice that your application lacks important information after the deadline, immediately get in touch with us via our helpdesk, so that the application can be reopened for supplementation. However, the possibility of supplementation does not apply to the research plan. Once the review process has started, supplementations can no longer be taken into account. Typically, the application review begins 1–2 weeks after the call has closed.
We may ask you to supplement the application. In that case, you will receive a supplementation request by email. If you do not supplement the application by the given deadline, or if the application is substantially incomplete even after a request for supplementary information, we may declare it inadmissible (i.e. it will not be processed). Make sure that your email address is up to date.
How the application becomes pending
According to section 17 of the Finnish Administrative Procedure Act and section 8 of the Act on Electronic Services and Communication in the Public Sector, the sender is responsible for the application arriving by the set deadline. An application becomes pending when the online application and the obligatory appendices have been submitted in the online services. The system will confirm a successful submission by sending an email to the address you have provided.
Publicity and data protection
The RCF is committed to following regulations on data protection and openness. Except for research plans, plans of intent, abstracts and progress reports, which are primarily kept secret, the application and its appendices are public documents. For example, the CV is a public document and as such must not include any non-disclosable information. Other parts of the application may also contain non-disclosable information. This publicity is based on the Finnish Act on the Openness of Government Activities.
Applications and decisions also contain personal data, so their processing is also subject to data protection legislation, in particular the EU General Data Protection Regulation and Finnish Data Protection Act. The applicant is responsible for the disclosure of any personal data contained in the application and, where appropriate, for requesting the consent of the parties concerned.

RCF funding is granted based on peer review. We mainly use foreign experts as reviewers, and they make up the review panels.
The review of applications follows a two-stage process. In the first stage, experts are asked to give at least two individual reviews on the application. If at least one expert has given an overall rating of 5 or 6, the application will advance to the panel review stage. Applications that receive an overall rating of 5 or 6 from the review panel will be ranked.

Review panels and panel selection
The applications are reviewed by pre-selected panels. Read more about the review panels. Select the panel under ‘Scientific council and review panel’ in the application form. The selection is binding. You cannot change the panel after the call deadline.
Panel selection instructions:
1. Examine several panel descriptions in your field and carefully read both the scope and keywords before choosing the panel.
2. Choose one panel and one scientific council for your application. None of the panels are linked to a particular scientific council as such.
3. Submit your application to the most relevant panel. We may reallocate applications, but only if there has been an obvious typographical or other clear error in the selection. The applicant will be informed in such cases.
Please note:
- Any topic is welcome, regardless of whether it is explicitly stated in panel descriptions. Panels are typically multidisciplinary.
- The keywords are not an exhaustive list of the topics that will be covered in the panels. They are intended to help applicants choose the most appropriate panel.
- The panel structure does not represent any scientific classification as such. The numbering, names or descriptions of panels do not reflect any priorities.

Review factors and criteria
The reviewers examine the application as a whole in relation to the funding scheme and the objectives of the project. The review of the scientific quality of the application is influenced by the applicant's competence, expected achievements and potential and the quality of the proposed research plan. The review takes into account the applicant’s scientific merits since obtaining the doctoral degree and their career stage, including any career breaks.
The scientific review of the application is based on the following factors and criteria:

1.1 Career development
The reviewers assess the applicant’s potential to advance in their career towards more demanding research positions and leadership roles.
The following factors are taken into account:
- applicant’s career development potential and ability gained during the project to transition to more demanding and leading research positions
- ambition, clarity and credibility of career plan
- applicant’s ability to be responsible for the planning, management and development of the research and their capacity to further develop these
- research plan, career plan and previous experience as a whole
The credibility and feasibility of the career plan are assessed based on how the applicant’s achievements to date, current expertise and proposed plans collectively demonstrate the potential to become a leading researcher in the field, such as:
- quality, significance and development of research production
- evidence of independent research work and the development of the research profile
- experience in research management, supervision and teaching
- versatile research cooperation, mobility and networking.
1.2 Increasing competencies and professional development
The review examines the applicant’s potential to develop their expertise and strengthen their position as an independent researcher.
The following factors are taken into account:
- plan for the development of scientific and other expertise needed for research work
- ability to strengthen independent research and develop research
- development of supervision and management skills
- utilising internationalisation, cooperation and research environments in competence development.
The credibility, consistency and feasibility of the competence development plan are assessed based on how the applicant’s achievements to date demonstrate competence development and form a credible foundation for the development plan, such as:
- demonstrated scientific expertise and scope of knowledge
- methodological competence and experience of different research approaches
- utilising diverse experience of cooperation and mobility
- other scientific and expert merits.
2. Research plan
The review assesses the scientific quality, ambition and feasibility of the research plan in relation to international standards, the applicant’s expertise and the project’s objectives. It also takes into account the role of the research plan in strengthening the conditions for the applicant’s professional development and career advancement during the funding period and beyond.
2.1 Quality and impact of research
- scientific quality compared to international standards, level of ambition in the research plan
- novelty value and possible new or ambitious research initiatives
- clarity of research questions, utilisation of the most effective approaches
The proposed research has potential to
- produce knowledge that drives the development of science and research

The body making the funding decisions takes into account the entirety of the applications to be decided upon in the call in relation to the objectives of the call, and the funding promotes a wide variety of scientific research. The decisions are based on the review reports and the rankings made by the panels. If there are applications of equal merit, priority is given to the application that the decision-making body considers best advances the dismantling of gender stereotypes, promotes diversity in research and the scientific community as well as supports sustainable development.
If, at this stage, there are still applications of equal merit, the bodies will give greater weight to the following considerations in their decision-making:
Scientific Council for Biosciences, Health and the Environment
- High-quality Finnish and international research cooperation, including researcher mobility
- Wide-ranging impact
Scientific Council for Social Sciences and Humanities
- Scientific renewal
- Wide-ranging impact
- International cooperation and networking of researchers in different forms
Scientific Council for Natural Sciences and Engineering
- Scientific renewal, including the development of new methods and technical tools
- Wide-ranging impact
- High-quality Finnish and international research cooperation, including researcher mobility
- Research that makes good use of both Finnish and international research infrastructures
The scientific councils will make the funding decisions in June 2027.
You will receive an email notification after the funding decision has been made. After receiving the email, you can log in to the online services with your user ID to view the funding decision and its justifications. In the online services, you will also find the review report (or reports) on the application, which may include the panel ranking (given to the most successful applications).
How to receive the funding
A positive funding decision is accompanied by the standard terms for funding. They contain instructions on how to receive the funding. In this call, the funding must be accepted within six weeks of the decision date.
