LUKE Joint Call – Linking Ukraine to the ERA
The Research Council of Finland (RCF) participates as a funding partner in an international cooperation that aims to support and strengthen Ukraine’s research activities in the following areas:
- Energy: Sustainable and renewable energy and energy security
- Cybersecurity: Cyber resilience of critical infrastructures and adaptive cybersecurity systems
- Medical and health research: Telemedicine, biomedical research
- Subtopic 1: Adoption of telemedicine for remote healthcare solutions
- Subtopic 2: Innovative research on cellular signalling pathways for biomedical applications
- Social sciences and humanities: Social reconciliation, sustainable social development, and human capital restoration.
In addition to Finland and Ukraine, the call involves Austria, Latvia, Germany, the Republic of Moldova, Poland, Romania, Czechia, Turkey and Estonia.

Eligibility
Each project must meet the funding criteria of at least three participating funding organisations, one of which must be Ukrainian.
Funding
A total of 10.5 million euros has been earmarked for the call. The RCF is prepared to fund two Finnish parties with a total of 500,000 euros.
In autumn 2026, the RCF will open an invitation-only call for the Finnish parties of the projects selected for funding. The application must include, for example, a self-assessment of research security.
The funding period is no more than 24 months. For Finnis parties, it can start no earlier than February 2027.
