Research Council of Finland’s Position Paper on FP10
Research Council of Finland has published its view on the European Commission’s proposal for a new Framework Programme for Research and Innovation for 2028–2034. The proposed €175 billion budget for the new Horizon Europe is ambitious and demonstrates the Commission’s commitment to investing in knowledge, research and innovation. Quality and competition will remain as the ground for the Programme. A strong Pillar I for Excellent Science will produce new knowledge for future innovations.
Linking the Pillar II, Competitiveness and society, with the European Competitiveness Fund needs further clarifications during the upcoming negotiations of the Framework Programme. Furthermore, the social sciences and humanities as well as environmental themes should be more visible in Pillar II.
