PROACT Programme Evaluation 2006
The Research Programme on Proactive Computing (PROACT) is being evaluated during 2006. The objective of the evaluation is to estimate to which degree the PROACT research programme has succeeded in fulfilling the objectives originally set for it in its Programme Memorandum. Of specific interest are the scientific value of the results, the added value of the programme, networking and dissemination of results.
All fourteen projects including Tekes-funded and/or French/Finnish projects and the coordination of the programme will be evaluated.
In practice, the evaluation is based on material gathered before, during and after the programme (applications proper, programme memorandum, workshop reports, scientific articles, final report), on self-assessment reports by the projects as well as on interviews with the researchers and the coordination unit. The result of the evaluation is an evaluation report with assessments and recommendations written by the panel.
The task of the evaluation panel is to read the material sent to them, convene in Helsinki to discuss the evaluation together, interview the researchers in Helsinki and together write an evaluation report.
The preliminary schedule of the evaluation is as follows
- October - December 2005: the panel members are selected
- November 2005 - February 2006: material gathering
- March - June 2006: the panel reads the material
- June 2006: the panel convenes in Helsinki for three days to discuss the evaluation, interview the researchers and write an evaluation report. The final dates for this meeting will be decided when the panel members have been selected.
- August 2006: the evaluation report is published

1. In order to provide the evaluators with an appropriate basis for the evaluation, I am asking each project and each partner in the projects to fill in a self-evaluation report. The self-evaluation report covers some facts such as research and related staff, visits, degrees completed, other funding, as well as self-evaluation: what where the goals of the project and did you achieve them, did the programme help you in this).
The partners should also include a publication list as well as max 10 publications, preferably in electronic format (PDF).
Each project partner should return a self-evaluation report (preferably in PDF).
2. I am also asking you to write a scientific description of your project and its results (introduction, objectives, methods, results, evaluation, conclusion and open questions) including pictures, examples and references. Format Word or LaTeX, the final report will probably be made with LaTeX.
The description should be about 10 pages. Please make sure that possible pictures are of high quality.
The deadline for returning the self-evaluation report and the final report is 28 February 2006
