Funding criteria and policies

Academy Project funding

  • The most important funding criterion is the scientific quality of the research plan, which will be peer-reviewed.
  • In the case of consortia, the Research Council pays special attention to a balanced set of subprojects and to the added value of the consortium collaboration. Consortium subprojects are required to be of the same scientific quality as the main applicant.
  • In addition to scientific quality, the Research Council will consider the following criteria in making funding decisions (in order of priority):
    • initiatives that promote the renewal of science
    • strong potential for societal impact
    • promotion of equality
    • supporting talented early-career researchers.
  • The Research Council will grant up to 700,000 euros per project or consortium as a whole, the average size of individual projects being around 500,000 euros.
  • As a rule, researchers with ongoing Academy Project funding (incl. consortia) will not be granted additional Academy Project funding. This policy ensures that the Research Council can provide funding to as many researchers as possible.

Funding for research post as Postdoctoral Researcher

  • The primary funding criterion is the scientific quality of the research plan. In addition, the Research Council will consider the applicant’s competence and opportunities to gain more independence during the project.
  • Long-term international mobility clearly in support of the researcher’s career and research plan is a prerequisite for being granted funding. The Research Council may also consider previous post-PhD international mobility. From the Research Council’s perspective, a good objective is to have at least six months of uninterrupted international mobility. The Research Council is also keen to emphasise the significance of international mobility for later career advancement.
  • Postdoctoral Researchers are required to be closely connected to the Finnish scientific community so that the funding benefits Finnish research and society. This means that the funding will be administered by a Finnish organisation.
  • In terms of applications of equal merit, the Research Council will consider the following criteria in making funding decisions (in order of priority):
    • supporting scientifically talented early-career researchers who are gaining independence
    • scientific courage and positive risk-benefit balance
    • how the potential for societal impact comes across in the project description.
  • The salary of a Postdoctoral Researcher is determined according to a maximum monthly salary of 3,500 euros. Justified research costs will also be covered.

Funding for research post as Academy Research Fellow

  • The most important funding criteria are the competence of the applicant and the scientific quality of the research plan.
  • The Research Council particularly supports independent researchers in a buoyant career phase with a regenerative capacity.
  • The Research Council’s Academy Research Fellow funding is aimed at helping the researchers to carry out their research plan by providing sufficient funds to cover the research costs during the first years of the funding period. For new Academy Research Fellows, the cost funding level corresponds to a maximum of 275,000 euros per three years. The funding need for the remaining period will be considered case-by-case.
  • In terms of applications of equal merit, the Research Council will consider the following criteria in making funding decisions (in order of priority):
    • clearly positive career development, as evidenced by, for instance, high-quality publications, scientific courage, good international networks and successful project management
    • initiatives that promote science renewal and that have a positive risk-benefit balance
    • societal impact (e.g. collaboration with end-users of research, science popularisation).
  • Academy Research Fellows must be internationally oriented and must have previous mobility experience. Their research projects must also include mobility spells in significant foreign research teams and units.
