Submit programme proposal
The Academy of Finland welcomes proposals for new research programmes from research communities and other national and international stakeholders (e.g. associations, societies, delegations, committees, authorities). Submit a proposal with the form available and send it as an email attachment to programme_proposal@aka.fi.
Processing of proposals at the Academy
Decisions on research programmes to be prepared are made by the Academy Board in September/October. Following the decision, the initiator of the programme proposal is sent feedback indicating whether the proposal has been included in the Research Council’s/Councils’ actions plans and budgets and whether preparations for the programme will be started.
Scheme for processing research programme proposal
The processing of research programme proposals at the Academy is coordinated by the Programme Unit. The Unit forwards the submitted proposals to the Research Councils concerned. Research Councils discuss the programme proposals once a year and include the initiatives they regard important in terms of science policy in their actions plans and budgets for the coming years. In June, Research Councils draft their proposal on the research programmes for which applications for negotiation authority will be submitted.
A group made up of the Chairs of the Academy's Research Councils processes the Research Councils’ proposals for research programmes that will apply for negotiation authority. The group examines the Research Councils' proposals for research programmes as a strategic entity, paying attention to possible overlaps and, if needed, combining different proposals. When discussing programme proposals, the group makes sure that the outcome will be a thematically coherent entity and that sufficient funding is earmarked for the programme. In choosing themes for research programmes, the needs of science and society are taken into consideration, as well as the results of national and international foresighting and evaluation. Decisions on research programmes to be launched are made by the Academy Board.
