In accordance with the Act on the Openness of Government Activities (621/1999) official documents are in the public domain, unless specifically otherwise prescribed by law. The key provisions on duty of non-disclosure are listed under Section 24 of the Act. Processing and disclosure of personal data and not providing access to personal data is governed by the Personal Data Act (523/1999).
With the exception of abstracts, research plans, plans of intent and progress reports, applications and appendices submitted to the Academy normally constitute public documents.
Expert statements on applications, applicants and research plans fall under the duty of non-disclosure. However, applicants have the right to access information on expert statements that concern themselves.
Research funding decisions are in the public domain. The Academy publishes information on the recipient of research funding on its website (name and organisation, research topic, granted funding or post)
Disclosing data
The Academy of Finland uses the data given in the application for purposes of reviewing the application. The data is saved in the Academy’s information system on research funding. Applicants can check the data saved in the information system on themselves. The request for checking shall be submitted in writing to the Academy who is the registrar. Personal data can be disclosed from the information system only in cases when the prerequisites of the Personal Data Act (523/1999) are met.
