Impact framework and indicators (VINDI)

The Academy of Finland and Tekes are carrying out a development project on impact assessment, (referred to as VINDI). In 2008, the VINDI project published an overview of the impact of science, technology and innovations (the impact framework) and defined the key indicators that describe impact. The project is based on the recommendation (2007) by the Science and Technology Council of Finland to further develop impact assessment and foresighting.

In December 2011, the Academy of Finland and Tekes, the Finnish Funding Agency for Technology and Innovation, published the report “Better results, more value: A framework for analysing the societal impact of research and innovation”. Commissioned by the Research and Innovation Council, the report outlines the key phenomena and indicators of research, development and innovation in Finland by looking at different impact areas for societal challenges and opportunities: the economy and economic renewal; the environment; wellbeing; and skills and culture.

The work also included a short international benchmarking study looking at similar approaches internationally and comparing these with the exercise at hand. Future work, the authors say, should enable the continuous development and international benchmarking of the Finnish innovation system.
